proposes budgetary allocations consistent with
government priorities outlined in policy documents
including Vision 2020, Poverty Reduction Strategy,
national goals and the MDGs within a given
macro-economic framework to ensure effectiveness and
efficiencies in the utilisation of allocated resources
and to monitor budget execution.
