1. Mission/Vision
To make inputs into fiscal and economic policy by compiling
and analyzing all relevant data and information and
providing policy advice to policy makers in the Ministry of
Finance in the discharge of their duties as spelled out in
the constitution and the Finance order. Its subsidiary
function is to ensure that fiscal policies are based on
appropriate and correct information.
2. Goals/Objectives
- To analyse
fiscal policy issues and in particular assess the overall
fiscal policy stance in the short – to medium-term
macroeconomic context through the production of regular
fiscal statistics and reports;
- To prepare
macroeconomic frameworks and scenarios to support annual
budget formulation in collaboration with other agencies;
- To analyse
the fiscal and economic impacts of alternative fiscal
policies as well as topical studies that address emerging
fiscal problems;
- To produce
recommendations on fiscal responses to emerging or
anticipated macroeconomic imbalances;
- To undertake
studies on tax policy and non-tax revenues, individually
or collectively with other relevant agencies;
- To undertake
debt analysis and support the development of debt
strategies for Government;
- To prepare
routine reports on fiscal developments including monthly,
quarterly, annual, and occasional reports;
- To prepare
briefing notes on selected topical issues of fiscal
importance including considered commentary on IMF board
and other documents of global importance to Lesotho;
- To represent
the Ministry of Finance in working groups addressing
macroeconomic and fiscal policy issues and participate in
policy setting programmes. For example, PRSP, National
Vision 2020, National Objectives, SACU-US trade
negotiations, Trade Policy Development, various task
forces, etc;
- To foster
collaboration with other agencies in order to enhance the
achievement of above tasks;
- To provide
analytical and preparatory support to budget formulation
including to budget speech preparation;
- To
facilitate various reviews of Government’s economic reform
programme including constant monitoring between and during
the reviews;
- To provised
support to reforms on Integrated Financial management
Information Systems, Medium Term Expenditure Frameworks,
Institutional setup, 2001 Government Finance Statistics.
