LESOTHO MINISTRY OF FINANCE AND DEVELOPMENT PLANNING – THE
POSITION OF ACCOUNTANT GENERAL
The Ministry of Finance and Development
Planning is a new entity established through the merger of
two ministries of Finance and of Development Planning in
2003. The Ministry is implementing a broad-based public
financial management reforms in integrated planning and
budgeting, procurement, accounting and reporting, and
auditing and oversight systems in government. In addition,
the Ministry is undergoing restructuring to enable it to
handle multiple reforms simultaneously and to effectively
lead Government in public financial management.
The Accounting and Reporting reforms are
led by the Ministry’s Department of Treasury. The reforms
include the resolution of the current backlog of annual
public accounts, introduction of the Integrated Financial
Management Information Systems (IFMIS), decentralising the
treasury function to ministries and local government
authorities, strengthening the regulatory and control
environment, and managing this wide ranging change.
The Ministry is looking for an energetic
individual who will lead the newly modernising Department of
Treasury as Accountant General, to develop government
accounting policies, supervise receipting, banking and
disbursements of public funds, supervise the public
financial management system, compile periodic financial
statements including management accounts, proffer advice to
Ministry management and Government in financial management
matters. The successful candidate shall report to the

Education, Training and Experience Requirements

Advanced background in the field of
Finance, Banking and Government Accounting/Accounting.

10 years professional experience in
the relevant areas with at least 3 years in
managerial/leadership level.
