INVITATION TO TENDER

The Ministry of Gender and Youth, Sports and Recreation (MGYSR) Invites tenders from registered construction companies for the following works at the Mafeteng Stadium in Mafeteng District;

Item 1 a) “Removal of old grass and construction (planting) of high quality grass
(natural grass/turf) on the soccer field at Mafeteng Stadium”

b) Installation of Automated Irrigation System for the soccer field

Item 2 Installation of Player Lockers and Benches for two Dressing Rooms

Item 3 Supply of quality Soccer Posts and Nets

Item 4 Repairs and maintenance of Electricity for the entire stadium facility

Statement of Requirements:

1. Each tenderer or bidder is expected to attend or send a representative of their company for a
Compulsory site inspection at (Venue) Mafeteng Stadium as indicated below;

Please Note: All prospective bidders or representatives must (are expected) to register.

2. Provide evidence of their company’s financial capability to fulfill contractual obligations

3. Submit a Tender Security for M5000.00 per item selected or tendered (returnable once the contract
is signed with the approved bidder)

4. Submit proof or evidence that a Performance Guarantee of between 1 to 2 per cent (2 %) of their
tender price as required under Public Procurement Regulations 2007 Section 41 will be provided

6. Submit and complete all relevant documents as stated under mandatory documents

7. Submission of details of contracts of similar nature carried out satisfactorily over the last 2 years

8. Details of the tender’s proposed arrangements for sub-contracting and for managing those sub-
contractors and must include quality control measures to be carried out directly or under sub-
contracting.

7. Completed and Signed Certificate of Bona-fide Tendering
8. Certified (at source) copy of valid Tax Clearance Certificate.
9. Certified (at source) copy of relevant Traders Licence
10. Certified (at source) copy of Valid Construction Certificate


BID DOCUMENTS


Tender/Bid Documents and detailed specifications are obtainable at a non-refundable fee of M300.00 for each item. Please pay at the Main Accounts office D336 and bring receipt to the Procurement Unit Room D330. Tender Documents will be issued (once a Government Receipt is produced as proof of purchase of documents by the prospective tenderer or bidder) during office hours between 9:00 a.m. and 3:30 p.m. from May 10, 2012 To June 11, 2012 on the address below;

SUBMISSION

All Tenderers / Bidders must deposit their original tenders / bid documents in the tender box situated at the foyer of offices of the Ministry of Gender and Youth, Sports and Recreation, 3rd Floor, Postal Services Building Phase I, Maseru 100, Lesotho, Southern Africa.
OR
All tenders/bids send by send through courier services must be posted into the Tender Box by the representative of the tenderer / bidder.

Please Note: Whatever method of submission selected, it is the responsibility of the tenderer / bidder to ensure that documents reach the Authority not later than the date and time specified for return in this Invitation to Tender..

Tenders / Bids must be in sealed envelopes bearing no identification of tenderers / bidders and must be clearly marked “Removal of old grass and construction (planting) of high quality grass (natural turf) at the soccer field in Mafeteng Stadium”

” and must be addressed to The Secretary to the Tender Panel, Ministry of Gender and Youth, Sports and Recreation, P. O. Box 729, Maseru 100, Lesotho. The item tendered for must also be indicated on the Envelope. All tenders/bids must be received on or before June 12, 2012 at or before 12:00 Noon.


PUBLIC OPENING OF TENDERS


All Tenders/ Bids will be opened on the same day in the presence of tenderers / bidders or their representatives who may choose to attend the proceedings at 14:30 hours (2:30 p.m.) June 12, 2012 at the Ministry’s Boardroom D365 situated on the 3rd floor of Postal Services Building, Maseru.

The Government of Lesotho grants a margin of preference (Please see Public Procurement Regulations 2007 Section 12 (1) and (2)

A Foreign body or entity is entitled to participate in the tender process.

Tenderers / bidders should include all related costs where applicable including VAT.


Evaluation Criteria

5. Mandatory Requirements Adherence
6. Most economically advantageous tender or bid.
7. Experience (experience in similar works)
8. Margin of preference.

Acceptance of any tender or bid may not be based on the lowest price but shall be based on value for money.

The Tender Panel of MGYSR reserves the right to accept or reject all or any tender / bid.
