1. This Specific Procurement Notice follow the General Procurement Notice for this project which appeared in the Development Business Issue No. 634 dated 16 July 2004.

2. The Government of Lesotho has received a loan from the African Development Bank in various currencies towards the cost of Support to the Health Sector Reforms Program-Health VI Project and intends to apply part of the proceeds of this loan to cover eligible payments under the contract for Procurement of Instructional Materials and Equipment for National Health Training College in Maseru Lesotho. Bidding is open to all bidders from eligible member countries as defined in the ADB's Rules of Procedure for the Procurement of Goods and Works.

3. The Principal Secretary for Ministry of Health and Social Welfare now invites sealed bids from eligible bidders for the Supply and Delivery of Instructional Materials and Equipment for National Health Training College in Maseru Lesotho as follows:

Bidders may bid for any or all lots provided they quote for all items and quantities in a lot and bid evaluation will be done on a lot by lot basis.

4. Complete sets of Bidding Documents may be purchased by interested bidders from the address below by paying a non-refundable fee of eight hundred Maloti (M800.00) or its equivalent in a freely convertible currency in the form of cash, or bank transfer into the following account: Nedbank Lesotho, Maseru Branch; Account#:021000028891; Account Name: HSRP-Health VI Special Maloti Acc. Bidders must quote the Invitation For Bids Number when filling the deposit slip or on the transfer document. Interested eligible bidders may obtain further information and inspect the Bidding Documents from 08:00 to 16:30hrs at the office of:

5. The instructions to bidders and general conditions of contract contained in the bidding documents comply with the Bank's Standard Bidding Documents for the Procurement of Goods, July 2000.

6. Bids shall be valid for a bid period of 120 days after Bid Opening and must be accompanied by the security deposits/bonds as indicated in 3 above in local currency or its equivalent in a freely convertible currency and be delivered to the address indicated in 4 above on or before 12:00 hours local time on June 30, 2008. They will be opened in the presence of bidders' representatives who choose to attend at the address in 4 above on June 30, 2008 at 14:15 hours local time.

7. Bidders shall ensure that the envelopes containing their bids are properly addressed as indicated in 4 above and are clearly marked “Supply and Delivery of Instructional Materials & Equipment for NHTC – IFB No.: ADB/C3/E010”. They shall also ensure that their bids reflect whether Value Added Tax (VAT) is included or not.
