INVITATION FOR SUBMISSION OF BIDS
FOR REBURBISHMENT OF THE NATIONAL ABBATOIR AND FEETLOT
AND SERVICE PROVIDER
1. General Background
1.1. The Government of Lesotho (GOL) has approved
Meraka Lesotho (Pty) Ltd to lease and operate of the
Abattoir and Feedlot Complex in 2005, since 2005 results
have been limited due to a number of financial constraints
that Meraka have struggled to contend with. Efforts to
secure a strategic and technical partner have proved
unsuccessful so far. Despite efforts made by Meraka to
invest in the refurbishment the money that they have been
able to secure to this effect has not been able to complete
even a third of the work required and clearly this work
needs to be completed in full if Meraka are to fully support
the Lesotho Market.
1.2 Consultant is required to assist Government of
Lesotho in identifying and selecting a construction company
to fully refurbish the Abattoir and Feedlot so that it can
be fully operational.
Government has now taken a decision to refurbish the
property so that it can be handed over for lease in a
ready-to-operate state.
2. Terms of Reference
2.1 The services of the Consultancy Firm are required
to:
- To advise GOL on all aspects of procurement Abattoir
and Feedlot refurbishment and equipment improvements on
the current structure.
- To prepare the necessary documents for procurement
of Abattoir and Feedlot refurbishment services; and
- To advise and assist the Government in the
evaluation of bids and negotiation with a preferred
bidder.
3. Tasks
Phase I: Preparation of Transaction Documents
- Review existing relevant information including study
reports and any other relevant material which may be
helpful to improve on the current Abattoir and Feedlot;
- Collect any other information from relevant
stakeholders which will assist in achieving the above
objectives;
- Define performance indicators and service level
agreements that will assist GOL to monitor the contract
performance and measure the level of service provided by
the Contractor(s).
Phase II: Preparation and Issuance of Tender Documents
- Prepare tender documents and all the necessary
transaction documents for procurement of the Service
Provider;
- Assist in the issuance of tender documents;
Phase III: Selection and Evaluation Process
- Assist in conducting the tender process;
- Advice in the evaluation;
- Advice in the negotiations with the preferred bidder
and the drafting of the contract.
Phase IV: Project Management
- Supervise the design and implementation and
commissioning of the whole refurbishment project.
4. Reporting Arrangement/ Deliverables
4.1 The Consultancy firm will report to the Principal
Secretary of the Ministry of Finance and Development
Planning in the first instance and to the Chief Executive
for Private Sector Development and Financial Affairs for
monitoring and implementation of the assignment.
4.2 The Consultancy Firm will be expected to submit
the following reports to the Chief Executive for Private
Sector Development and Financial Affairs:-
- An inception report after 2 weeks of commencement of
the services, reflecting views on the TOR, approach to
the assignment, and work plan,
- Initial draft of the proposed work as per Phase I
above after 6 weeks of commencement of the services;
- Reports based on tasks as reflected on Phase II
above, which will reflect transaction documents, and
tender rules (documents);
- Reports based on the task reflected on Phase III and
IV above which will also include recommendation leasing
rates of both complexes following refurbishment and
- A final Report at the end of the consultancy
assignment to the above indicated offices.
5. Qualifications and Experience
5.1 The GOL, now invites interested Bidders (an
Individual or firm) to submit their proposals to provide the
required services for the aforementioned assignment.
5.2 The Bidders/Service Providers should have
technical skills in General Abattoir processes, Abattoir
slaughtering processes, Abattoir supervision, meat
examination, Abattoir/Feedlot designs/ layout, operations,
environmental standards and control and financial expertise.
Interested bidders must provide the following technical
information:
- Profile of the Individual, firm etc.;
- Qualifications of individual personnel proposed to
implement the assignment;
- Proposed positions and duties of individual
personnel;
- Curriculum Vitae of proposed individual personnel ;
5.3 Each CV should be originally signed and
certified by the individual as to its truth and validity and
should be dated. The following certification may be used:
“I, the undersigned, certify that to the best of my
knowledge and belief, this CV correctly describes myself, my
qualifications, and my experience. I understand that any
wilful misstatement contained herein may lead to my
company’s disqualification (or dismissal, if already
engaged)”.
5.4 In addition to technical proposal, interested
bidders must submit a separate financial proposal reflecting
the cost of undertaking the assignment (fee structure).
6. Evaluation Criteria:
6.1 The bidders shall be selected through
assessment of their relevant experience, and qualifications
of individual personnel; proposed timeframe to undertake the
assignment, cost of the assignment, among others.
6.2 The best qualified bidder shall be invited for
contract negotiations. Should negotiations fail with the
first ranked bidder, the next ranked bidder may be invited
for negotiations. The Government reserves the right to
reject all the submissions if found non-responsive.
6.3 Any local bidder should attach the latest Lesotho Tax
Clearance Certificate to the bid. Any person/entity that has
been blacklisted from participation in procurements funded
with The World Bank assistance, including under any existing
anti-terrorist policies and those convicted of fraud and
other criminal activities are excluded from participating in
this procurement.
6.4 Interested consultants may obtain further

6.5 Bids must be submitted in two separate
envelopes clearly labeled Technical Proposal and Financial
Proposal contained in one big envelop marked “Procurement of
Consultancy Services for Abbatoir and Feedlot Refurbishment
Service Provider”, on or before 06 June 2008. 12.00 am and
opening 14.00 pm same day.
