1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no.614 Of September, 2003
2. The Government of Lesotho has received a credit from the International Development Association (IDA) of the “World Bank” toward the cost of Education Sector Development Project II-Phase 2 and it intends to apply part of the proceeds of this credit to payments under the contract for Supply, Delivery and Installation of 30 Kva UPS, Bidding will be governed by the World Bank’s eligibility rules and procedures.
3. The Principal Secretary, Ministry of Education and Training now invites sealed bids from eligible and qualified bidders for the Supply, Delivery and Installation of 30 Kva UPS to the Ministry of Education and Training.

4.  Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
5. Interested eligible bidders may obtain further information from The Principal Secretary, Ministry of Education and Training, authorized representative; The Procurement Officer, Education Facilities Unit, e-mail: efu@education.gov.ls and inspect the Bidding Documents at the address given below;
   
    
6. Qualifications requirements include
   
    

   Minimum experience as Supplier or Manufacturer	Minimum experience on contracts of similar scope and value.	Annual average turnover for 2004 to 2007 (Audited accounts)	Available Liquid assets/ credit line substantiated with letter from a registered financial institution.(commercial Bank)

   Bidders shall bid for all items and quantities. Incomplete bids will be declared non responsive.

   A margin of preference shall not be applied. Additional details are provided in the Bidding Documents

    

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of M200.00 (Two Hundred Maloti), or its equivalent in any convertible currency, net of all bank charges. The method of payment will be cash certified cheques or bank wire transfers payable at : Bank : Nedbank Lesotho, Branch: Maseru Branch, Account # : 021900003371, Account Name: Education Sector Development Project II; Bidders must quote the “Invitation For Bids” Number when filling the deposit slips.
   The Bidding Documents will be sent by post, courier or electronically.
8. Bids shall be valid for a period of 90 (ninety) days after Bid Opening. Bids must be delivered to the address below at or before 12.00hrs. 15th April, 2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 14.30hrs. 15th April, 2008.
9. Bids shall be accompanied by a Bid Security of not less than M5,000.00 valid for 118 (one hundred and eighteen) days after bid opening in form of a bank cheque or bank guarantee in a freely convertible currency.
10. It is mandatory for bidders to submit their Tax clearance certificates and the Traders License with their Bids. These documents shall be either original or certified copies by any Revenue Authority and The Department of Trade. Non compliance to this requirement will invalidate the bids.
11. Bids shall be in a sealed envelop clearly marked “Supply, Delivery and Installation of 30 Kva UPS to the Ministry of Education and Training”.
