NAME OF PROJECT : Supply, Installation, Support and Commission for Human Resources and Payroll Management Information System
BRIEF PROJECT DESCRIPTION : Implementation of computerized Human Resources/Payroll system for the entire Public Service.

The integration of the human resources management in the Civil Service, as well as the implementation of payroll is intended to be made easy through procurement and implementation of a customised ICT solution that ensures linkages of the intended reform programs which make management of human resources and payroll be driven through information flow for government’s decision making processes.

Requirements
Interested eligible bidders for the supply of such a system are requested to submit an Expression of Interest (EOI) proposal, which should clearly state at least three related projects that have been carried out by the bidder and give references, the magnitude of the project, the type of systems implemented, duration of project, the project budget as well as the specific involvement in the project. Bidders should also give their contact details and company profile.

Obligations
Interested companies are requested to comply with their tax obligations and attach valid copies of income tax, VAT clearance certificate and valid Trader’s licence, which should be certified by issuing office. Bidders are notified that 5% and 10% source tax will be deducted from payment for local and foreign companies respectively.

Submission of EOI documents

Sealed bids titled “SUPPLY, INSTALLATION, SUPPORT AND COMMISSION FOR HUMAN RESOURCES/PAYROLL MANAGEMENT INFORMATION SYSTEM” should be submitted to the Procurement Unit tender box situated at the Ministry of the Public Service, Qhobosheaneng Complex on or before 12:00 noon the 30th January, 2009 which is the closing date. Bids will be opened the same day at 14:30. All potential suppliers are advised to note that after review of EOI documents, selected suppliers shall be requested to make presentations subsequent to provision of the actual tender documents, which shall be expected after being provided with detailed request for proposals (RFP) and user requirement document (URD).
