MINISTRY OF HOME AFFAIRS, PUBLIC SAFETY AND
PARLIAMENTARY AFFAIRS



The Ministry of Home Affairs and Public Safety and of Parliamentary Affairs invites tenders for supply of Immigration uniform for the financial period 2008 to 2009.

TERMS AND CONDITIONS

Tenders are obtainable from Ministry of Home Affairs, Public Safety & Parliamentary Affairs Procurement Unit, where original samples could be viewed.

Bidders who would not submit forms supplied by and conforming to Home Affairs Procurement Unit will be disqualified. Tender sheets MUST bear the official date stamp, physical addresses and telephone/cell phone numbers of the Company tendering as well as signature of Senior Official responsible for the Company.

Prices should include all relevant and essential, non-avoidable cost components such as Transportation, inflationary factor etc. Quoted prices must be valid until the 31st March 2009. Duly completed tenders in sealed envelopes should be clearly marked “Tender for Immigration Uniform” and bear no identification of the tenderer on the outside of the tender envelope. Tenders should be addressed to:

Tenders must be placed in the tender box not later than 12 noon on 25th July, 2008 after which the tenders will be opened publicly at the Ministry of Home Affairs, Public Safety and Parliamentary Affairs board room on the same day at 1415hrs.

The estimated quantities shown on the tender sheets are not binding and the acceptance of any tender will not necessarily be based on the reason of the “lowest price”. However, the reasons for the rejections and acceptance of the tenders will be explained on the de-briefing date.

All the prospective suppliers are advised to note that suppliers to Lesotho Government are expected to be in compliance with their tax obligations by attaching certified copies of Income Tax and VAT Clearance Certificates for the current financial year from the Lesotho Revenue Authority (LRA) as well as copies of Trader’s Licenses and Certificate of Bonafide Tendering

Samples should be submitted during tenders opening at Home Affairs on the 25th July 2008 at 1415 hours.


Successful bidders will be expected to take measurements of every member of staff around the ten districts including the boarder posts (using measuring tape)


EVALUATION PROCEDURE
  • Prices which are reasonable and within the market scope will be considered;
  • Availability of samples of the right colour and fabric will be essential
  • Simple cleaning procedures should be attached on the clothing;
  • The correct uniform pattern should be adhered to
  • Quality assurance certification on colour-fastness and durableness should be attached to clothing samples
  • Tender documents and samples submitted after the deadline shall not be considered.
  • The margin of preference will apply as per s12 of the Public Procurement regulations 2007.
  • The financial capability of each supplier will be taken into consideration.
  • CERTIFICATE OF Bonafide Tendering application of which is also obtainable from the Procurement Unit
