TENDER NOTICE

LES/IEC/RFC/2007/01 

REQUEST FOR CONSULTANCY SERVICES 

PREAMBLE

WHEREAS in terms of Section 67 (3) of the Constitution of Lesotho, the Independent Electoral Commission is enjoined to review the Constituency boundaries into which is divided not less than eight or more than ten years from the date of completing its last review.

AND WHEREAS in terms of Legal Notice No. 38 of 1998, the last review of the existing constituency boundaries was made on the 15th April, 1998;

AND CONSIDERING THAT it is now close to ten years since the last review of the current constituency boundaries;

NOW THEREFORE the Independent Electoral Commission hereby seeks to appoint a consultant to undertake the review of the Existing constituency boundaries. 

The Independent Electoral Commission therefore, invites interested companies or individuals to provide this service. 

FUNCTIONS OF THE CONSULTANT

The functions of the Consultant shall be as follows:

a)      To review existing constituency boundaries;

b)      To alter and describe the constituency boundaries to such extent as it considers desirable in the light of the recent Population Census;

c)      To ensure adequate representation of sparsely populated rural areas, taking into account:-

                                                               i.            The means of communication;

                                                             ii.            Geographical features;

                                                            iii.            Community of interest; and

                                                           iv.             The boundaries of the existing administrative areas.

(d)      To ensure that the number of inhabitants, of or above the age of eighteen years of

any constituency does not exceed or fall short of the Population quota by more than ten per cent;

(e)       To receive and consider any proposals from the public for the revision of   

Constituency boundaries which may be made or referred to them;

(f)        To summon any person to attend any meeting of the Commission or produce any                             

Documents in his possession and to procure or receive all such evidence, written or oral, and to examine him as witness as the Commission may deem it necessary or desirable to procure or examine;

(g)       Reports to be submitted at agreed intervals; and

(h)       To prepare and submit to the Independent Electoral Commission, the proposals and recommendations for the revision of any constituency boundaries by 31st May, 2008. 

The interested consultants should submit two- part proposals in separate envelopes. The technical proposal should include:-

Ø      Capacity to  carry out this work;

Ø      Ability to deliver on time

Ø      Knowledge of the topography of the country. 

The financial proposal should include the cost structure of the proposed work. 

Proposals bearing no identification of the tenderer must be sealed and clearly marked “CONSTITUENCY DELIMINATION CONSULTANCY” and should be deposited into a tender box at;
