The Government of the Kingdom of Lesotho (GoL) has received a grant from the African Development Bank(AfDB) toward the cost of consultancy services for the “Institutional Support Project to the Ministry of Finance and Development Planning and the Ministry of Public Works and Transport” managed through the Ministry of Finance and Development Planning(MFDP), and intends to apply a portion of this Credit to eligible payments under the Consultancy Contract for “Preparation and Delivery of a Group Training Course in Contract Management”

The Group Training Course will be delivered to between 20 and 30 Engineers employed by the Ministry of Public Works and Transports Roads Branch and Department of Rural Roads who are responsible for the management of roads and bridges construction and maintenance contracts procured through both international and local competitive bidding and funded by the GoL and international financial institutions.
The Group Training Course content shall include, but not be limited to, the following:

*Introduction to Conditions of Contract
*Choice of Contract (including Design and Build)
*Preparation of Contract Documents and Particular Conditions
*Contract Management (role of the Engineer, variations and financial administration)
*Claims Management
*Dispute Resolution
*Arbitration

It is expected that the Group Training Course will be of one (1) to two (2) weeks duration and will be held in a suitable venue in Maseru, the capital of Lesotho.

Submission of Expression of Interests (EOI)

The MOPWT now invites eligible individuals/consultants to indicate their interest in providing the services. Interested individuals/consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Expressions of interest (EOIs) from prospective consultants should specify the following information:

• Evidence of business registration in home country
• Profile of the individual/firm
• Capability profile of the individual/firm
• Evidence of undertaking the preparation and delivery of contract management courses to engineers involved in the delivery of roads and bridges construction and maintenance contracts in developing countries

Consultant will be selected in accordance with the procedures set out in the African Development Bank’s Procurement Guidelines.

Expressions of Interest must be submitted in six copies (one original and five copies) and electronic copy in a sealed envelope clearly marked “Expression of Interest for the Preparation and Delivery of a Group Training Course in Contract Management”.

Interested consultants may obtain further information or clarification at the address below not later than 21st June 2008.

The expressions of interest in sealed envelopes clearly marked “Expression of Interest in the Preparation and Delivery of Group Training in Contracts Management” should be addressed and delivered not later than 12.00 noon hours on 27th June 2008 at the address below.
