CHIEF EXECUTIVE SUPPORT SERVICES

The Ministry of Finance and Development Planning is a dynamic ministry that coordinates all strategic objectives of the Government of Lesotho and is leading fundamental change in Lesotho public financial management. It is responsible for providing support to and coordination of all strategic development objectives of Government of Lesotho. It is responsible for economic policy, financial policy, resource mobilisation, providing modern and accountable budgeting, procurement, payment, and accounting and reporting services and compliance monitoring. It consists of 6 core departments of Economic Policy, Development Planning, Budget, and Private Sector Development and Financial Affairs, Treasury and Support Services as well as 4 semi-autonomous entities including the Lesotho Revenue Authority, Road Fund, Bureau of Statistics and National Manpower Development Secretariat.

The Ministry is implementing a broad-based public financial management reforms in integrated planning and budgeting, procurement, accounting and reporting, and auditing and oversight systems in government. In addition, the Ministry is undergoing restructuring to enable it to handle multiple reforms simultaneously and to effectively lead Government in economic policy and public financial management.

The Department of Support Services is mandated to create a conducive working environment in the Ministry by providing high quality human resources, legal, financial, Information, Communication and Technology, procurement, planning and administrative support services to promote efficiency and effectiveness in the delivery of services by the Ministry and the other departments.

The Ministry is looking for a self-motivated individual who will lead the corporate services function as Chief Executive for Support Services, to provide quality services and support to the 6 core departments. The candidate must have capability to lead change management programme of the Ministry; implement the Information, Communication and Technology (ICT) Strategy and ICT Security Policy; transform the overall image of the Ministry including the work culture and ethics of staff; and promote transparent and accountable, procurement of goods and services and reporting on the allocated public funds.

The successful candidate shall report to the Principal Secretary and be responsible for a 160 staff member and 7 Sections. This is a senior job with the incumbent expected to interact with Senior Officials, Cabinet, and Parliament.

Education, Training and Experience Requirements
    - Masters degree in Social Sciences plus 3 years working experience at managerial/leadership level.
    Or
    - Bachelors degree in Social Sciences plus 5 years working experience at managerial/leadership level

The Department of Development Planning is mandated to formulate National Development Plans and strategies for sustainable economic growth and development; mobilize external resources; coordinate and harmonise international cooperation partners, and monitor and evaluate programme implementation.

The Ministry is looking for a self motivated individual who will lead the Department of Development Planning function as Chief Executive for Development Planning, to develop and maintain sound national development planning system that is responsive to national development policies, mobilise external grant and loan resources in collaboration with other departments, coordinate International Cooperating Partner programmes and harmonise them to those of the Government of Lesotho, develop, implement and maintain Government’s monitoring and evaluation systems, and report regularly to principals.

This is a senior job with the incumbent expected to interact with Senior Officials and Cabinet, and Parliament. In addition, the incumbent will provide professional and coordination support to the planning machinery of Government. The successful candidate shall report to the Principal Secretary and be responsible for a 42 staff member and 3 divisions.

- Masters Degree in Economics plus at least 3 years working experience at managerial level. Experience with planning methodologies will be an added advantage

The Department of Budget is mandated to develop annual and medium-term budget proposals for consideration by the Minister, Cabinet and Parliament that are aligned to short- medium- and long term policies and plans, within a given macroeconomic framework and to ensure allocative and economic efficiencies in the utilisation of allocated resources and to monitor budget execution. The Office is also responsible for the monitoring of annual budget execution and preparation of regular budgetary performance reports.

The Ministry is looking for a self motivated individual who will lead the Department of Budget as Budget Controller. The candidate must have capability to lead the formulation and execution of the Government of Lesotho budgets including revenue, recurrent and capital budgets. The incumbent will be responsible for the development of budgetary policy, legislation, and coordination of budgetary process. He will also be expected to lead the introduction and consolidation of the Medium-Term Expenditure Framework in both central and local governments.

This is a senior job with the incumbent expected to interact with Senior Officials, Cabinet, and Parliament. The successful candidate shall report to the Principal Secretary and be responsible for a 26 staff member.
