TENDER NOTICE |

MINISTRY OF
FINANCE AND DEVELOPMENT PLANNING
INVITATION TO TENDER
The Ministry of Finance and Development Planning (MFDP)
invites tenders from locally registered security companies
for the provision of Security Services to save guard and
protect property and people at its offices for 2008/2009
financial year.
The Ministry of Finance and Development Planning occupies
offices in the following buildings:
Bureau of Statistics
Finance House
Africa House
National Manpower Development Secretariat
Requirements and Pre-requisites.
Tenderer is expected to:
- a) Attend a mandatory site inspections on Monday
28th April 2008 at 1000hrs;
- Ensure that its personnel is able to communicate
well in both Sesotho and English;
- Prove that it has adequate capacity for an efficient
and effective mode of transport and communication to
cover the aforementioned office locations, especially
during emergencies;
- Be able to operate CCTV equipment;
- Be fully armed at all times (with guns day and
night);
- Ensure that its personnel wears uniform with
readable name tags at all times;
- Take the responsibility of any theft and/or damage
to MFDP property arising out of negligence of its
personnel;
- Provide a track record of where a similar job was
done in past 3 years
- Provide two (2) referees and their contact details;
- Provide certified copy of proof of insurance
covering company’s employees;
- Submit certified copies of Form 2A Private Security
Officers Act 2002 Registration Certificate;
- Submit certified copy of two way radio system
license;
- Submit certified copy of Memorandum/Article of
Association;
- Pay 5% source tax in terms of the Income Tax Act of
1993;
- Submit Tax Clearance Certificates, certified at
source;
- Include V.A.T in their prices;
- Provide a clear break-down of the tender price.
SUBMISSION
All Tenderers should deposit one original and four copies of
sealed tenders in the tender box at the Ministry of Finance
and Development Planning, 3rd Floor, Government office
Complex Phase III, not later than Tuesday 27th May 2008 on
or before 1200hrs. Tenders will be opened in the presence of
tenderers or their representatives who choose to attend at
1430hrs on the same day at the Ministry of Finance and
Development Planning, Tender Boardroom.
Tenders should be clearly marked Security Services for
Ministry of Finance and Development Planning.
Validity of tenders
All tenders must be valid for 90 days from date of opening.

and postal) of the company, full name of contact person for
this tender, his/her fax number, telephone numbers (both
landline and mobile) and email address where available.
Additional information or clarification
Additional information or clarification of the tender may be
requested in writing from the Unit on the address below
until 16th May 2008, after which no more information and or
clarification will be provided.

Evaluation Criteria
45% will be awarded for technical capability, 40% for
financial proposal and 15% preferential margin.
Preferential Margin will be applied when evaluating the
tenders (Public Procurement regulations No. 1 2007, 12
refers) therefore bidders are reminded once again to attach
their Memorandum of Association.
Contract Award
Contract will be awarded to the most favourable tender with
the highest combined score.
Tender Rejection
Tenders that do not satisfy any or all of the above
requirements will be rejected.
The Ministry of Finance and Development Planning reserves
the right to accept or reject any or all tenders. The
Ministry is not bound to accept a tender with the lowest
price or any price. |
